Conceptual Design for Transforming Intelligence Community Customers Conventional Operations Room to a Decision Support Environment based on a Functional Analysis of Work Domain
RCS is expert in developing innovative concepts for Operations Rooms and Command and Control (C2) Centers that converts them to true “Decision Centers.” The CSE Patterns for Decision Support Centers applies to a wide range of work at various scales: from Joint and Component Commanders to individual ships; from Air Defense to Intelligence Operations.
These Ops Room concepts include individual, team, and group visualizations integrated into a large scale decision support environment. RCS has the capability to develop all facets of an Ops Room design, including operational concepts for shared and private workspaces, the physical arrangement of workstations, static and dynamic crew structures, and a Concept of Operations (CONOPS) for the use of the new Ops Room design. That design is based on the RCS's understanding of cooperative group behavior and the demands of distributed decision-making.
Using a functional organization scheme, RCS develops a role allocation plan to facilitate effective division of decision making across the problem space and to develop individual visualizations to support decision-making for each operator's portion of the problem space. Within the Ops Room, RCS provides coordination mechanisms for the team of operators. In addition, anomaly visualizations are provided as "directed attention" mechanisms to alert the operators ensuring that they maintain situational awareness.
The result is a large scale Decision Support Environment that exploits the same revolutionary advances in individual Decision Support that makes RCS so unique.
